Is there a certain way to do it safely, or can I just go into add/remove programs and uninstall it?

that's already safe...but the question is will it totally be removed?....because there are some(if not most) drivers that can't be totally removed from the system...try searching for a driver cleaner software...are you switching cards or just updating drivers?

As for me:

Uninstall ATi tools (such as the ATi control panel) from Add/Remove Programs.
Uninstall the card as a device.

If it's a new card, I shut down at this point and replace the card.

Windows will then boot and load default, generic VGA drivers.
