X1k Series Dual Slot Cooler Question

Since I've never had an ATI card with one of these coolers, could somone explain to me how it works?

Is it sucking air in from outside the cause and exhausting it back into the computer, or is it pulling air thats in the computer and exhausting it outside of the case?

The cooler sucks air from the inside and it blows air away from the case like a Arctic Cooler except the fan is in another position.
