They recommend 30a on the 12v line, and the PSU I'm planning on getting is a 700 watt OCZ GameXStream with +3.3@36A,+5V@30A,+12V1@18A,+12V2@18A,+12V3@18A,+12 V4@18A,-12V@0.8A,+5VSB@3.0A
Now, do I need to get a PSU with 30a on a 12v line? or with the 4 track 12v system, will 18 be enough if I dedicate 1 rail to the card?

No, that PSU is great and great for what you need it for. You will be more than fine.

Tatty One just explained this to me. You count all of the 12V Amps, that one has 72 amps total, you will be fine.

here you can look at this one I was going to get it has the same volts and amps on 4 rails, it is sli/cf ready so you could run 2 cards on it.
I think you should have about the same amps in total 56 when combined, I think you got 72 max amps but 56 constant safe use amps :S, so tatty is right on your max amps. got 29 constant amps (not sure if thats how to put it) and 36max on my psu.
