Could someone please define exactly what an artifact really is? I realize they are errors that form when overclocking, specifically with video cards, and I just want to know exactly what they are and how they form.

I may not be answering 100% on this, but from what I have gathered, it's basically a block of pixels that have not been/falsely rendered by your video card. Generally caused by high overclocks/heat.

Oh trust me, you'll know when you see them :). When the video card is overworked for whatever reason, it might fudge the screen a little bit. This fudging can be seen as dots, shape deformations, or just plain bars through the screen.

or just other pictures on some things maybe like green black i guess you always know when you have an artifact

i would say for our context it is a single or multiple pixels in video output that are rendered differently than they are supposed to, caused by a hardware issue being either overclocking or other defect. it does not include software rendering errors, driver or game bugs (which i would call rendering glitch).
you will recognize them when you see them
