First of all, your card must support temperature monitoring (for more information see here (http://www.techpowerup.com/articles/overclocking/vidcard/94)).
In order to have fan control your card must have a small three legged chip where the arrow is pointing to. This chip controls the voltage to the fan. If it's not there, the fan will always run at full speed.
