i think all agp that have more than 8 pipelines use external power
not sure about the pcie

the card is a pcie basically i need the best card money can buy which does not need external power

For the AGP requires a direct connection to the PSU if that's what you're asking (ie, you plug in the same 4-pin connector as you would for a hard drive), but I'm not sure about the PCI-E either - from looking at pictures I don't think it requires an extra connection, none of them show the socket needed.

well, i have a (former) C3D X800GTO, and it has the external power connector (no boot when not connected) :(
