I want know for real if it can be moddable...is it true that if dont have the F's at the fuse it's not moddable??

I've seen a exact model that was....
i don't have R423 core... and how do i find out the memory latency ???

Yes it isn't moddable. The memory latency can be seen in ATITool and ATI Tray Tools.
