Okay so I've been wondering for a while what phase change cooling actually is, how it works, and how much it costs. Could someone please shine some light on this? :D

Technically? It's stuff like that uses 'matter changing state' (liquid to gas for instance, such as you see in 'heat pipes') qualifies...
:)
Is this 'classically correct'? Well, yes & no - you may want to read here:

I thought PELTIER UNITS (edited) qualified, as more 'technically/geekspeak' correct, but, they do not (my hardware weakness is showing lol)... they are 'thermo electric cooling'.
* You're going to want to speak/ask questions of guys here on this who are more "hardware-centric" than I am by far... I used to be, decade or more back, but moved more to OS/software designs stuff afterwards.
(The guys here ARE my "go to" guys for hardware info., current hardware info. especially, as they ARE imo, "way into it", far moreso than I am... I only really research when I go to buy nowadays, once every 4-5 yrs. or so)

plug n plays a bit vague, you still have to insulate the motherboard around the cpu socket as you WILL get codensation, oh and as for price, not sure but certainly not cheap (hundreds of£$)
