a couple of days ago i go to turn my computer on in the morning. and when i turn the monitor on. it says 'power saving mode' and is a black screen. fans are running, HD lights are on. so i open my computer, thinking its a heating issue. i call my mom in the city(we live an hour away) to get me some thermal paste. she gets it the next day for me. so i put it on the heatsink, plug it in, and all that stuff. still same issue. all fans are running. i figure its the video card. so first thing i try is i get my old radeon card out of my brother's pc. plug it in. nope doesnt work. then i followed an idea i found online. i unpluged everything from power except the video card. no luck. swapped the memory sticks for others. no go. i noticed when turned on, some of the usb devices arent recieving power. i figure its either a surge from the psu or the house. now i put the old radeon card back in my bros pc. and it has the same issue-black screen. the psu is still routing power to everything fine. a light on the mobo comes on when the psu is on. i just want to know if any1 has any ideas. ive found some replacement mobo and vid card i can buy. but i dont want it to happen on new stuff. also is there a way to know if my cpu is fried. cause if it is, i need a whole new setup cause 478 cpu arent sold anymore.

my system:

asus p4p800se s478
pentium 4 2.4ghz 478s
1 gb ddr ram(2 512mb)
ati radeon x850 pro agp
ultra 500w psu
