ATI 9800 SE AIW - problems with Pinnacle Studio 9 (PAL issue)

Folks,

Anyone had problems with Pinnacle Studio Plus v 9.3? I'm trying to capture my old Hi8 analogue (PAL) tapes using my 9800SE AIW card so I can burn them to DVD. However, when I go to config the capture device in Pinnacle Studio (tool menu = Set Up -> Capture Source) it won't let me select PAL... it's frozen / greyed out at NTSC. Is there any way I can fix this and enable PAL?

Why am I using Pinnacle?... was having problems with the ATI MMC TV app (which supports video capture). Was getting approx 7% rate of frame drops and wanted to see if it was the app or the hardware.

P.S.
Using Windows XP SP2 with all the latest update.
MoBo is MSI K8N Neo Platinum (AMD64 skt 754)
9800SE is running 6.14.10.xxxx drivers

I have exactly the same problem. It seems that pinnacle products sold in the US are only NTSC.
Does anyone know if it is locked on the card or within the software.
Does anyone know a workaround ?

If you look closely at the card, there is a little, brown, tiny DIP switch with 2 switches.(I believe left side of the Heatsink). I know these switch the tv out between NTSC/PAL, maybe the VIVO too.
