I have an Xpert Vision Radeon 9800SE with 256mb ram and 128 bit. I just installed a Thermaltake Extreme Giant 3 cooler (which caught fire upon initial bootup... well the fan controller wiring lit up, but that is another story... argh). The gpu is an R360, this should be a great thing, however, when I open all 8 pipelines with ATITool I get severe artifacts.

How much can I upgrade this card and why does it artifact when all 8 pipelines are open?

Thanks for your help

If the ram is really only 128bit interface, you won't get 9800 pro performance out of it.
(9800 Pro is 256bit) The reason it artifacts when you unlock the pipes is one or more of the pipes are damaged, that is why there were disabled in the first place, and the card was sold as a 4 pipe 9800SE. (9800SEs have about a 50/50 chance of having good pipes)
all you can do is overclock the card and hope for the best.
Note: fire and computers don't mix.
How did you burn the wiring anyways? I don't think I could do that if I tried.

Are you talking agp 4x support in bios , or in windows.
If the Motherboard bios detects 4x, but windows doesn't, reinstall your chipset drivers, then vidcard drivers, then check smartgart.
