I'm a noobee, just got some arctic silver to paste on my cpu and gpu. Wanted to know if I should also use this to attach my new vid card heatsinks (onto 9800pro 128mb). Also is that ARCTIC COOLING ATI Silencer worth it for somebody who is afraid of watercooling and just looking for a little stability. I'de really appreciate any help while trying to figure all this stuff out.

Athlon 3400+
1gb pc 3200ddr
450 psu

The ATI Silencers are excellent coolers.

If you bought ram heatsinks, they should come with thermal sticky pads, put those on the heatsinks and attach to ram.

When you put the Arctic SIlver 5 on the heatsink, did you look at a guide first or did you know what you were doing? Its the same as putting it on a cpu.

If you don't overclock your system extra cooling shouldn't be needed at all. Unless you wish to silence your computer. Then again if you have decent cooling already... overclock your system ;)
