Whenever I try to install something from a CD or DVD, Vista sez:

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

Whenever I try to open a zip, rar etc. it says the same, I can open things, and run things that are already installed, but not install or run msi. exe's etc.

Same w/ changing settings @ Control panel, running msconfig etc.

I appreciate your help :)

Does it give you the name of a service?

Perhaps it's because you're Vista is a pirate version?

It could also be a firmware update for your CD/DVD Drives

Also perhaps DEP is your problem
Type this in a Command Prompt

bcdedit.exe /set {current} nx AlwaysOff

Yeah... the name of the service will help narrow it down. Otherthan that... its a shot in the dark

Are you running dual Nics?

No, and it doesn't name any services.

Maybe try logging on as administrator or give your login name administrative rights?

log on to Windows Vista with a user account with administrator rights, and then right click on Command Prompt icon and select “Run as Administrator.
Then execute the following command:

bcdedit.exe /set {current} nx AlwaysOff

I am admin, but I'll try, and perhaps from safe mode.

BTW, tried running as admin, same error.

can someone assist me.

when you go personalize, ease of access, administrative settings, then there is a restore tool, what is the name of that tool.

I can't access it because of the error, but if you tell me what its called, maybe the name of the process, it would really help.

It looks like your install/disk image was/is corrupted. Try to reinstall, then find a legal or a new copy. Sorry mate.
