i was told that any game that has the ntsc format will work in your PC, is this true?
next obvious question is can a video game cd be converted to play in your PC?
i dont know that much about those xbox, ps3, and wii game machines so i came to ask here.

No.
NTSC is a region, so if you try a PAL cd in an NTSC drive, it shouldn't work. However, there are region free things etc.
but thats of little worry for you unless you're importing games ;)
console games are console games and will not work in a PC, because consoles are.... not pc's ;)

Dont suspect to play games such as 360, ps3, or wii...or even ps2 or xbox, for there is no working emulator for these system.

You can change the region on most drives like 5 times.. and i think I've seen "region free" hacks.. but they most certainly are subject to the same dvd rules :(
I think Sony made the PS3 region free for blu-ray.. and blu-ray itself maybe.

i actually got a ps2 emu to work it played my ffx disk at 2 fps ;)

ill trust you but i cant gareentee the other mods wont edit that i would but im just telling you its a tad bit of a thin line like i almost dont care about the technicalitys thin...but i love you cause your my dad so it works i guess.
the bios i used was jap....it was fun to say the least..

You can use the emulators to run shareware games that people make. But not commercial games well you can if you right your own code and own bios.

+well apparently the prog itself isnt illegal but o yes it most deff is dude when i was running ffx it was illegal you see your breaking all kinda of laws dumoping the ps2 bios playing a game on the comp and not to mention if u burnt it and showed your little freinds that would be all sorts of no good.

I have ePSXe.
I have the SCPH1002.bin bios file.
I own a PS1, and a PS2.
I play games on my PC.
Its legal, because I own the hardware that contains the bios file. ;)
Its the same rule for games. You can use the rom if you own the game.
Linking to them, and providing links in general is... borderline, and normally not allowed as a whole just to be safe.

You're emulating the hardware. Since you are emulating it, there is normally a pretty big slowdown performance wise, this is why the PS3 and xbox360 will probably not see a playable emulator for a long time.
PS X works pretty well, as does N64.

Slightly wrong, it is still illegal if the ROM was NOT created from the disc that you own. That's in the small print (my friends mother is a lawyer). Same with the BIOS, if you dump the BIOS from your playstation 2 or whatever, it is completely legal to use it. However if it's from a different PS2 which you don't own its illegal and must be deleted within 24hrs, although, at this moment in time, they would have to spend a fortune to find out if it was from your PS2 or not, so it's not really worth their time lol.

Some websites insert code nto the ROM's you download that after you download, you need to insert the gamedisk to prove you own it, or the ROM deletes itself after 7 days. Would'nt work on GBA/NDS though, they stay permanantly.

Top PIC is video format areas.
Bottom pic is region codes.
Notice mexico is region 4, while Brazil is too.
Whereas Mexico is NTSC while Brazil is PAL. Similar situation with Greenland.
I hate DVD's.
I'm still sure my NTSC playstation can't play PAL discs without a modchip though :p IIRC games are still "regioned".
