Use a paperclip to connect the green to black wire on the 20(4) pin mobo connector to check PSU function.

Well I would'nt let the paperclip short out on anything, you can check power out with a Voltmeter, other than that you can only check to see if the fans come on.

Are any of the cables connected to anything. Also on another note; I recently bought the same one for a freinds upgrade, it didn't work either, turns out a "squad" member had tried it out on a rig in the shop and blew it. It was supposed to go in the garbage, but got put back on the shelf!

this is my first build, and im not sure if i have everything plugged in correctly, but im 99% sure.
i have the fans plugged into fan only connector, to let the power supply regulate the fan speed

A PSU requires a signal In order to turn on.....Which comes from the Motherboard......Otherwise....you'll have to Jump the connection like stated above.
