It's bound to activate at some time during the game and give you some hint to something or other. See PM.

Perhaps, it just seems real odd because it doesnt have a proper description.

From my understanding some PDA's are not activated until they "come into play" in the game. You got to be in the right place during the right mission.

And the right time to murder the right person.....Or you'll glitch it like mine...having duty as my enemy (for no fucking reason when i didn't do any quest to help freedom) and have freedom fuck on me too.

I'm surprised my game isnt glitching, Lukash died when some rouge Duty members stormed the Freedom base.
