PDF Editing freeware?

I have a family member who has asked me if there is any good PDF freeware that will allow him to change things in a PDF file. He was ,I think, hoping for something along the lines of Acrobat8 ,but without the pricetag.

Personally I googled and found a few programss, but am at a complete loss as to what to advise him for use.

It's very difficult to "change things" in a PDF file. You can't just *go in and edit* like a word document. Not even with A8. What exactly are the functions you need - what are you trying to achieve?

He says he wants to be able to edit the PDF itself...can ask him and see if he can be more specific!


EDIT: he says he wants to just be able to open a PDF and change things in it!
