I have used ulead gif animator and it does the job quite well.

Paint shop pro used to ship with animation studio (I think before Corel bought them, like version 8 and earlier). Problem is - it costs money! :wtf:

Well,You can save videos as gif from Adobe Premiere but it costs you.
