It says its located in the system32 file.

sounds like a virus or trojan to me, google only brings up one thing for it, and that is another forum where people also said it was a virus/trojan so yeah...

That's the only thing I can find on it I'm afraid, and I'd recommend following the responses given there if you haven't already.

Is it a running process? Does it try to access the internet? Have you run virus, rootkit, adware cleaners ect?

Edit: have you installed any new software recently?
