I have a new GA-P35-DS3L mobo but when it is connected to any PSU it won't start. I think I need to reset the CMOS or somethin. Any help would be appreciated.

Is the PSU also new?
If so, then either of the two could be DOA (dead on arrival), else your motherboard is DOA, apply for RMA

I think I need to reset the CMOS cuz my psu's work on other pc's and one is a 420 watt.

Your being a little more specific would help both of us. What's the newer component, how did this happen, did they go dysfunctional all of a sudden?

Everything is brand NEW. All I want to do is power the mobo so it turns on.

recheck the connectors, some of those 4 pin connectors will plug in places they dont go

Have you tried:
Running this PSU with an older running motherboard
AND
Running this motherboard with an older running PSU
?

I tried the PSU with an older mobo.

And....?
So I'd imply your motherboard is DOA.

sounds like a bad board OR you forgot to plug something in or the wrong plug is in the wrong socket
what happens exactly when you hook it up and turn it on? does anything work? lights? fans?

Can someone tell me how to reset the CMOS.

Follow the manual that came with your board's manual. Most motherboards have a CMOS reset jumper. that you have to short to reset the BIOS.
But why do you need to reset? You said the board's new? A new board comes with all the default BIOS values set.

It cannot be DOA and I have plugged everything in correctly any other solutions.

A DOA board looks perfectly al right.
Have you ever successfully started this board?...using another PSU?
If not, it's DOA:ohwell:

Is it the PSU is not compat because if it was the mobo wouldn't the fans at least spin.

No if the mobo is dead , nothing will happen. There isnt a mobo/psu compatability issue. I user an old 300 watt PSU to table test things and its old. It will still fire a mobo . If you are getting no fans or lights....it is either a dead mobo or you are connected to the PSU incorrectly as posted many times previously to this!!!!!!!

Look, let's put it nice and easy.
The PSU is connected to your Mobo, right? and that ATX, right right?
Which means that if the Mobo has to turn on, the pwr_sw (power switch pins) have to be shorted right?
IF you connect everything i.e. a working PSU which you tested to be working with other mobo's and this mobo that you've not tested, and on shorting the pwr_sw pins (which should start the board, come what may), then your board is dead. Try using several PSU's on this board, status quo, time for RMA.

now it is posible that your power switch is not connected properly or it is bad so touch the two pins it connects to touch them together with a metal object.
it is low voltage so you wont get hurt but be sure not to touch anything else when doing this.
if the board still doesnt start then the board is bad, it happens so put it in the box and return it for a new one. in a week or two you will get a replacement that works.
also, you did install the stand offs for the motherboard when you put it in the case right?
if you didnt then thats your problem.
