You need to create it in the base crysis folder yourself.
Notepad FTW!

I just added the [4]-DX10 lines to the [3]-DX9 lines...so that they were the same..In each of the cvar's....but that is probaly the harder way lol

There is like 3 ways to do it, some are pretty complicated and long some are pretty simple and short, kinda depends on how you want to do it as well.
Remember this isn't turning on dx10 either, its simply allowing dx10 "only" features that Crytek locked for some silly stupid reason.... But I'm sure you know that.

be careful trying to put dx10 on xp, they are not offered like that by microsoft for a reason.

I don't see what the big deal is, I had DX10 on and it was pretty much no difference with a huge hit to performance. I play DX9.

ITS NOT DX10 ON XP......
JEEEEEEZZZZ
Crytek locked out features to only be available with DX10, they do not REQUIRE DX10, basically all you are doing is unlocking those features in DX9.... It's still DX9.
And yes there is not a lot of difference between High and Very High. Even between dx9 High and REAL dx10 Very High.
I think you would notice more difference when they properly support SLI and Crossfire with extra physics ability.

I don't know what you're talking about but there are some major differences between high and very high.

Not that I saw, not enough to take the perrformance hit. It's sharper and the lighting is better, but thats about it.

lol...the major differences in DX10 are the lighting(so much deeper and pretteir) and motion blur on everything, which looks amazing....Full motion blur you can only get on vista....the dx10 hack doesnt turn it on.
And i ran the game at 1280x1024 DX10 hacked with my specs DaMulta....only choppy parts were lots of explosions and the alien ship:p

I was running 1400x900 at around 14 FPS with it all on, true DX10. It had it's way with my video card.

You've got similar hardware to me, you should give this a try:
1. Set all the in-game settings to "High" - all of them.
2. Go to the folder you installed Crysis to, \Program Files\Electronic Arts\Crytek\Crysis\
3. Create a file called "System.cfg"
4. In that copy/paste this:
r_UsePOM=1
r_sunshafts=1
e_water_ocean_fft=1
q_Renderer=3
r_colorgrading=1
r_TexturesStreaming=0
That does two things - first it turns on the most prominent features of Very-High giving you more FPS and a very good picture. It also stops the game from doing it's in-game streaming of data, so when your running around you don't get massive lag spikes where it cains your hard drive loading textures, etc.
<-- System specs over there!
Dense Jungle:
1280x1024 - Low - 77fps
1280x1024 - Medium - 51fps
1280x1024 - High - 31fps
1280x1024 - High + mods above - 27fps
1280x1024 - Very High - 22fps

SO that sets all of them up or just some of them?

It turns on the most noticeable of the effects with minimal impact on FPS from High.

The 2900's are known to have really screwed up problems with Crysis...
I can run all Very High at a nice 25-30fps @ 1280x1024 no problem at all.
****************
PS- What I'm talking about is because of the way everyone says this, they think they are putting Dx10 on XP or running Crysis in Dx10.... Thats exactly what your not doing. You are simply unlocking options that were locked for no reason from non-dx10 machines, which makes little to no sense, they work fine under Dx9.

I'm running Vista ;)
I dunno how you manage 25-30 with everything on Very High @ 1280x1024, my HD3870 gets more like 20fps - and that's assuming your stood still...

HD3870 isn't much on a HD3850 when its clocked, other than that I can't be certain. My card is also clocked 780/1050 I want to think, but I can't remember right off hand.
I also have an almost dead bare install of vista that has been totally gone through and cleaned up.
