ESD is Electro-Static Discharge. its like when you walk across a carpet and touch a doorknob and get shocked. an "ESD Bag" is a bag that is usually used to enclose computer parts (such as motherboards) in order to protect them from this ESD. ESD can fry your components and so the ESD bag is used to protect the parts.

No you cant, in rare cases you could use bubble wrap but I would only suggest it for RAM and optical drives. Not for hard drives motherboards or graphics cards.

They arent that expensive. I usually keep all the anti-static bags that come with my computer parts. http://www.frozencpu.com/cat/l3/g12/c133/s258/list/p1/Accessories-PC_Tools-Antistatic-Page1.html
