45c is about average. whats your ambient temp?

Gpu-z temps are wrong. Use rivatuner or speedfan to measure temps correctly

why would you complain your card is running cool, most of use get upset when it gets hot

Because sometimes a temp diode can be wrong and that qualifies for an RMA.
