It's a way to see what news has been posted.
check this picture (http://img.techpowerup.org/051029/rssexample.gif) to get an idea. All the news posted on the frontpage gets put into the RSS feed, so you can just check the feed to see all the news posted very quickly. It's useful if you want to keep up with news from a lot of sites at once
You need an RSS reader to use it. If you use Firefox, search extensions (http://addons.mozilla.org/?application=firefox) for RSS and you'll find ones. The one in the picture is an extension called Sage.
There are also stand alone RSS programs.
