I know the better a video card is the better games will play. Other then that does a video card improve the way the computer runs? Will it help with video editing, DVD playback or any other applications or overall speed?

yep ,
but for 2d works (semi pro) there are some cards ... as pinnacle is have its fame...
It does take over all graphics systems, so the CPU doesn't have to worry about drawing the screen, and most of them have added features such as DVD decoding and such. But video editing? No. And most other apps that only require 2D working is most likely to run the same on an X800 and a GeForce2MX. And yeah, there are specialist cards out there as well if you'd like to spend some serious cash. ;)
