Is there a way I can format my XP partition and extend my Vista partition to include that memory too without formatting my Vista partition?

A free way is to use GParted. You can either burn GParted directly to a CD or boot the Ubuntu Live CD and do it that way.

Acronis Disk director allows you to resize partitions and more, but it's not free like GPart.
