When building my new system i know i am going to install the CPU out of the case. But i was wondering if it was ok to put it on top of the antistatic bad when installing the CPU i have heard it was a bad idea and i also heard it is a good thing to do. Also, what if the mobo doesnt come with a Antistatic bag? Just put it on the box?

You're fine putting it on the box. Just avoid carpet if at all possible.:)

Usually any mobo comes sealed in a antistatic bag. You can place in on top of the bag or on the box, both are fine options. I like work on an ESD mat that is grounded, just for extra piece of mind.

As long as it have no voltage running through it you can put it on whatever the hell you want.

And an anti-static bag is fine. They come shipped in them, so why exactly would it be a bad thing to then put it back on top?

Thanks guys, I will just put the mobo on the top of the antistatic bag and then put it all on the box. I heard that the top of antistatic bags aren't safe for mobos, only the insides are.

It still amazes me when I see pictures of things like motherboards for sale on Craigslist and in the pictures they have all of the stuff sitting on the bare carpet. I guess some people don't realize how much static electricity is generated by the carpet. Makes me instantly not interested in buying no matter how much of a good deal it is.

Except it doesn't do any damage as there is no voltage running through the PCB. You can wash your motherboard in a dishwasher safely lol as long as it's not plugged in.

If you give something a static shock whether it's plugged in and turned on or not, it WILL damage it. FYI, water is slightly conductive and therefore - antistatic. A material must be non-conductive for a static charge to be able to build up, like nylon carpet fibres for example.

Back to the original post. You probably heard that it is dangerous to power on a motherboard whilst it's sat on top of an anti-static bag, this is because it's conductive and will cause lots of little shorts across the board.
