I have crappy memory that won’t overclock well. I can up the timings though without affecting the overcloclablilty (or lack of). Using memtest86 the tightest timings I can get without errors is 2.5-3-3-6 or 2.5-4-3-5. I have tried Sandra with mixed results. Does anybody know a good utility for testing memory to determine what timings are most effective?

You can Google "MemTest" and you will be presented a link to download this small program.

memtest86+ and prime95 are the best

Hmm when you say effective, are you talking about bandwidth tests or stability tests? Anyway I would keep using memtest86 since it loads faster than anything and does both. I know the bandwidth numbers are a bit off from what sandra would show but they are consistent and definitely show increases and decreases.
imho though tRAS (5 and 6 in your case) does not do as much as tRP and tRCD (middle two) so I would run 2.5-3-3-6. It's actually better timings than most value ram so you're not doing that badly.
