What sort of chiller do you mean? Do you want a full blown chiller (compressor system) or a Peltier chilling kit?

It sounds like you do not know a whole lot about the subject, so I would reccoment that you read into it a bit more. A good place to start is the cooling section at XtremeSystems.

AFAIK, no big company makes a compressor water chiller, so you'd have to DIY.

:( Ok, I'll start reading up, not a full blown one, just one that might get temps down into the negatives (fluid temp) :-D

then your looking towards a phase change system, your going to need to build it yourself or have someone build it for you.

Just to build up on my last sentence, water chillers are used in various types of industry, so you might want to look there... like this one http://www.polyscience.com/indust/dura1to3.html

I'm thinking of a peltier plate, do they burn your heatsinks at all? (I'm using water)

no you need to cool em well, and they ussually dont go below 0 unless you have one hell of a TEC setup. Your going to need a PSU for the tec, the tec, a cold plate, a watercooling setup that can dissapate all the heat, and insulation.
