I have a Connect3d X800XL, and I was wondering how do I go about opening up more pipes?

every x800xl has 16 pipes and will ever have 16 and no other ati card has more than 16 pipes.
only the geforce7800gt and gtx have 20/24 pipes

Well then what other ways can I go about overclockig it to get better performance out of it.

you could download "rabbit" and the bios from your card in the bios section.
then open the downloaded conn.3d x800xl bios with rabbit and change the clocks of ram and gpu.
NOTE: A good cooling is required when changing clocks.

wont ATItools do the same?
by doing it with rabbit you are changing it on the cards bios, with ATITool you are changing it in software. So by using Rabbit you avoid having to use software to bump the clock speed.

I suggest Ati Tool for safe overclocking. It gives you the option to let the card overclocked only when you need it (e.g: for games only) and you can also check at which clock that your card run stable using find max core and mem. Personally, I find overclocking graphic card for office, internet browsing, or watching dvd activity is useless but it could help performance on games.

Yeah definitely test your overclock with ATITool before you flash the card's BIOS because if you flash an unstable clock you are basically screwed until you can get a PCI video card somewhere so you can get your computer running with the broken card in it to flash back to a stable BIOS.
