I got a Asus X850XT card , so i flashed it to the Asus X850XT PE bios , which works great ..
But one thing i have noticed is that the fan just sits at 13% , not matter what temp the card gets up to , but if i go into atitool and play around with the fan control it works at various speeds .
So what i'm really asking is , Is the fan on this meant to be only running at 13% right upto 75° , or is this meant to be varible ???

i think to keep fan noise down.. yes.. they dont care about temps until they hit the 70s.. they do care about all the reviewers whinging about fan whine thow.. he he he
set it to come in a bit lower.. mine comes in at about 55c.. i do have an artic cooler thow so noise isnt so much of problem..

Mine runs at 5% all the time regardless of load, but with the ati silencer it never gets above 60 or so anyway.

so if i use atitools to adjust the fan speeds , once i set up the speed and applied , does atitools always need to be running ??? or can close atitools and the fancontrol will still work ???

No the ATITool does not have to be running... This means those settings will be kept even after you turn off the PC and reboot even if ATITool is not running. I was wondering about this too and did tests. I suspect the values are stored in the registry or some .ini or config file which gets applied when XP loads up as the fan "resets" when XP loads up.
I have mine set to spin at 5% up to temps less than 45C, 9% up to 50C, 14% up to 60C, 32% up to 70C, 41% up to 80C, 50% up to 90 and 100% above 90C. I could actually hear the fan spinning up as it gets hotter while I play a game and spinning down as the temps get cooler after a gaming session. With these settings my temps never go beyong 66C which means the fan "only" speeds up to 32%. At 5%, the stock ATI fan is barely audible.
One thing to note about ATITool fan control is that I had to select (mark) the checkbox that says "Do not change PWM base frequency" otherwise I got an annoying high pitched squeal or whine. If you do get this whine even after checking the box, reboot and it should be gone after XP is reloaded.
