What kind of ram do you have? What timings are you running, and what are you trying to run? My guess is you're running something reasonably low.. CAS 2? And you're trying to change it a tick or two higher.. CAS 2.5/3? Well, a lot of ram that has low timings may not be able to boot, or run at all, really, under higher timings -- especially with certain chipsets.

Sounds as if you've got bargain ram. I mean, those timings aren't exactly "tight." Could you, perhaps, identify the name of the timing with the number? 15 Seems a little high for TRAS, as I think that's as high as the value goes.
CAS - TRCD - TRP - TRAS.
