ATI Tool Blocks IE and MS Office!!

Man, I spent most of a weekend rerunning restore points on my machine trying to figure what why IE and MS Office products would stop running. By happenstance, I noticed that they would work fine and took stock what was loaded. Sure enough, if I launched ATI Tool, IE and MS Word, for instance, would not load.

Why or how come this tool is preventing from them launching?
