I have the correct BIOS(Powerco,lor 9600 PRO 256MB Samsung mem)...
Use the following command line:
flashrom -f -p 0 (zero not o) biosname.bin

I use a diskete image to flash the bios.
What is block protect and how can I disable it?

all the flashing utilities have protection against a bios image which will probably wont work.
F.E. nvflash usually hits at the pci id subsystem of the card-bios.
use these parameters that dolf gave you to overcome the protection and force-flash the new bios.
be sure its the correct one.

Why do you want to flash 9600PRO?

flashing the BIOS you can convert your card in a FIRE GL/TL series, you can cange many options of your card, overclock, activate pipelines, or... I don't know...:confused:

my opinion is to leave it alone.you`re not going to win anything more than doing some o/c.you`re not going to make it a Fire gl, you`re not going to unlock anything so...
for your 9600, just o/c it..

Yes I agree with with giorgos. You cant activate more pipes on 9600pro, because there are no more pipes. You will not get any more option to change.
The easiest way is to remove clock lock using AtiTool. If you want to tweak your cards hidden settings use AtiTrayTools.
