Been playing cod 4 a while now & i've often wondered how much the increased health & damage perks help. ( Sometimes feels they do jack s**t )
So I took it upon myself to check this out using my two gaming pc's on a lan.
All tests where done using a M4 carbine. Close range body shots. (not point blank)
Results show how many body shots it took to make the kill.
Stopping power: on = 2 & off = 3
Stopping power: through a brickwall: on = 4 & off = 5
Deep impact: through a brickwall: on = 4 & off = 5
Stopping power & Deep impact used together through a brickwall = 3
Result shows how many hits it takes for enemy to kill you. (Enemy has no increased damage perks)
Juggernaut: on = 4 & off = 3

Well guess I've only proved the obvious. Increased health & damage perks do work
