I came up with the idea on my own, although I am sure it has been done before. It works really well especially when the air coming in below the video card is coming in through a 12" long tube that goes out the window behind the pc.
I prevent moisture/condensation by keeping the front cover closed on the insulated closet I built. The temperature in the closet stays very cold with the window open. Right now my CPU is idle at 35c and the GPU is idle at 20c.

EDIT: my cpu and video card have stock coolers.
