The cooler comes equipped with the necessary tools to attach a 2nd fan but, however, it only has 1 fan. You can choose to get different fans for this cooler, though.
It works best with 2 fans in push-pull configuration. Found several reviews for the fan that comes with the NH-U9B cooler, that can also be sold separately :

Personally, i would love to see a TPU review of this CPU cooler + fan and compare it to "the big boys".
