it seems good to me. It lags behind other cards, because (1) dual core procs lag wayyyy behind on 3dmark (untrue results for those with quads, actually) and (2) your dual, while still very fast, is below average. If you had an e8400 (probably average proc) you would be getting 15.5k probably.

My e8500 at stock (3.16) and my 9800GX2 at stock still only runs a 17k 3dmark.

These are all similar type processors to mine. As you can see slower processor speeds and there is a pretty good trend of roughly 100 points. I randomly went through the 1st page of comparable systems on the ORB Compare and pretty much my 2.0 score was sucking.
My score is the first one in each column.

You are right about the 100 difference, but a few things:
1. 2.0 wont be used anymore, just for older games, which your card will stomp into the ground at max settings.
2. There are differences between models in cards that would make a consistent difference like the ones I see. Are your shader clocks the same?
3. a 100 mark difference would decrease your performance from 30 FPS to . . . 30 FPS. The difference is too small to make a difference.

Still this is very interesting, and you should look into checking it out. Check other peoples cards, who have the EXACT same card as you (same manufacturer, and possibly, same store bought from)
